Preheat the oven to 400 degrees F. Step 1: Brown the ground beef in a heavy stock pot and then add the onions. Continue to cook until the onions are softened, about 5 minutes. Step 2: Add the garlic and peppers and continue to cook for another 5 minutes. Add all the seasoning, and season with salt and pepper. Step 3: Add the tomato paste and mix it into the meat and vegetables then add the cocoa powder and mix well. Step 4: Once the mixture is somewhat dry, add the beef stock, and crushed tomatoes and continue to cook for at least an hour on low simmer. Step 5: Add about 1/4 cup of the cheese to each donut slot, and then add 1/4 cup of the chili on top. Use a spoon to spread it out and then add another 1/4 cup of cheese. Bake at 400 degrees F for roughly 25 minutes.
